The Board of Supervisors welcomes Thomas Goggin as our Township’s Police Chief.
This decision follows an extensive search conducted by the Pennsylvania Chiefs of Police Association and a thorough interview with the Board of Supervisors. A total of nineteen candidates applied—an impressive response that reflects how desirable our Township is, from its scenic rural landscapes and rich historic character to its strong sense of community and commitment to preserving a high quality of life.
Chief-select Goggin will be formally sworn in on Monday, January 5, 2026, and all residents are warmly invited to attend the ceremony and join us in welcoming Chief Goggin to our community.
Thomas Goggin joins the West Pikeland Township Police Department with over 35 years of law enforcement experience. His education and training include graduation from the Municipal Police Academy of the Montgomery County Community College, A.A.S in Criminal Justice from Montgomery County Community College, B.A. Organizational Management from Eastern College, and M.S. Criminal Justice from the West Chester University of PA. Thomas Goggin is also a graduate of the Penn State Executive Development Program and the Pennsylvania State Police Leadership and Development Program. Prior to joining the West Pikeland Township Police Department, Chief Goggin served as a police officer, field training officer, Corporal, and Sergeant for the Phoenixville Borough Police Department. In 2013, he joined the Chester County District Attorneys Detective Unit where he was recognized as Detective of the Year in 2014 and served as detective sergeant under District Attorney Thomas Hogan.Â
During his law enforcement career, Chief Goggin has been involved in the investigation and prosecution of over 500 criminal defendants. He notably earned recognition from PA Shield and Square Club as officer of the year in 2004 for solving a pre-dawn burglary and assault on a minor child in Phoenixville. Additionally, he was recognized as Chester County Detective of the year in 2014 and received commendations from the Delaware Valley Association of Police Officials and the Citizens Crime Commission for his efforts in the apprehension and arrest two defendants in a 2016 home invasion robbery in West Vincent Township. Chief Goggin resides in East Pikeland Township.
